The following SPECIFIC OBJECTIVES (SOs) were identified:
In order to support the sustainability of the project`s proposal, the main attention will be addressed to the building of national and institutional consensus of the key actors on the Open Science. Through public awareness project’s events and mass media involvement, the OSCAR 2.0 will increase the understanding of the EU trends on OS development in each PC (elaborated OS country profiles will have an additional strong effect).
Competence and knowledge support: aimed to build human capacities in order to ensure the sustainable implementation of open science principles and enhance the social inclusiveness and accountability of publicly-funded research. The OS course (one fundamental on OS principles and values) will be designed and embedding into existed formal curriculum by each PCHEIs. The six (6) OS training courses designed in order to build various skills (on Open principles, Open Collaborations, Reproducible Research and Data Analysis, Open Research Data, Open Research Software and Open Source, Open Access to Research Papers, Open Evaluation, Public Engagement with Science, Open Educational Resources, Open Advocacy) and integrated in Lifelong learning course catalogue by each PCHEI.
Developing Open Science infrastructure at institutional and national levels in PCs will provide the necessary instruments for HEIs research staff to reach excellence. The infrastructure aims to create a modern research and OS virtual environment to facilitate the process of feasible research elaboration. It should support quality and ethical science by offering Open Access, Open Data, Open Evaluation, and Open education, making it easier to publish, communicate and commercialize scientific knowledge (4 OS-infrastructure consolidated and interoperable, meeting
the FAIR principles).
Legislative framework adjustment, aimed to advance national and institutional guidelines, policies, and incentives related to the Open Science in each PC in order to provide an efficient, European standardized national and institutional fundament on the basis of which all research and OS activities will be based. This framework will stimulate competition, transparency, and ethics in research & OS, supporting talented and persevering individuals.
At the end of OSCAR 2.0 project, we expect to tackle the main PCHEIs challenges taking into consideration
national, institutional, and individual levels. In such a way, the competitiveness level of HE and research in each PC will be raised based on the development of OS principles. This fact will improve the quality and significance of HEIs in society as poles of excellence and increased standards.
